陈淮:陈淮：楼市政策支持重心逐渐转向改善型需求

　　“鼓励自住型、改善型住房消费需求含义非常重要,意味着政策支持的重心逐步在上移。”4月24日在武汉（楼盘）举办的城市观点论坛上,中国社科院研究生院城乡建设经济系主任陈淮说,中低端住房困难的需求已经不是政策支持的重心,老百姓(603883,股吧)市场需求已经从脱困型向改善型、舒适型转变。

　　陈淮认为,今年的政府工作报告提出稳定住房消费。同时,今年明确提出把棚户区改造的政策范围扩大,这不仅意味着低端保障的重心有所调整,而且意味着城市化的路径从原来的外延扩张转变为加强对老旧城区的改造。

　　陈淮还提醒,要注意大中小城市的协调发展问题,也就是城市群结构优化和调整的问题。“真正解决所谓的房价问题,满足老百姓住房改善的需求,要让人口向有规模的城市聚集。”
